Printing is a chain, not a single driver

A printer needs a usable physical device, a connection, a queue on the computer and a way to translate a document into supported print instructions. The driver is only one part of that chain. A blank page may involve ink or toner, a missing printer may be on the wrong network, and a job that never leaves the computer may be waiting in the wrong queue.
